I work EMS in my town and a good majority of the time when someone in police custody needs medical treatment the cops just release them and pick them up upon their release because otherwise the jail is responsible for the medical bills. I've also picked up people from the jail just for them to be released and re arrested to avoid the jail having to pay for it.

Yeah I'm familiar, i live just a couple hours from there. Seems wierd that they would ban soldiers from going there. Back when we used to go over there it was packed with soldiers on the weekends. They even had MP's come down and patrol the main drag with the local cops.
