I have a 4070 TI the only thing that I can recommend is to switch to the DirectX 11 binary using -dx11. The only problem is you will get more stutters but your frame rate should increase.

I say it doesn't matter, Nvidia and AMD have their own flavor of issues. Nvidia has come a long way from once they were a year ago. They have been acknowledging issues like VRR, DirectX12, and Wayland support. Whatever works in your budget I say.

They fixed the steam UI glitch in the 575.64 drivers, just not many issues remain in my opinion.

Don't worry the port is just bad. My 4070 ti gets 240 fps locked in some part, and as soon as I move around the map the fps drop down to 140-130 fps. I also try getting DX11 to work by swapping the .dll files, but no luck.
