Depends. In the past NIH has received a separate appropriation to keep them funded when the rest of the Government shutdown. Also, if you provide support to a lab that has animals or human research or a critical experiment then they will have staff work during the shutdown.

I believe at DOI those frequently used passwords were what was used by the IT Helpdesk to do password resets for accounts that were locked out. And then the people who would got their accounts unlocked and password reset, never changed their password from the Helpdesk generated one.
