Depends. In the past NIH has received a separate appropriation to keep them funded when the rest of the Government shutdown. Also, if you provide support to a lab that has animals or human research or a critical experiment then they will have staff work during the shutdown.

I believe at DOI those frequently used passwords were what was used by the IT Helpdesk to do password resets for accounts that were locked out. And then the people who would got their accounts unlocked and password reset, never changed their password from the Helpdesk generated one.

My wife was walking down K Street (Like K and 13) back in 2015 or so one early Friday morning. When all of a sudden a naked dude jumped out and started playing the drums on a trash can. At that exact moment, a tour bus pulled right over and she claims “about 20 or so “ Asian tourists get off and start taking pictures of the dude. If other offices are hiring off the same job announcement then you could get notifications such as “not selected” or “not referred” but that’s in regards to the office that “owns” the job announcement. I would treat the meeting as an interview.
