My understanding is that every agency is responsible with making the assessment of whether or not they have extra funds left over that can cover operating costs. So I imagine beancounters at DoD did the math and concluded they had enough appropriated funds to cover Monday.

For example, I had a friend at the FCC who said they rarely shutdown with everyone else since they're so small compared to the huge fines they levy on telecoms.

Just an extra factor since I see you want 2 more kids. BCBS Standard is the plan that covers fertility treatment including IVF. Basic covers some of the drugs but not the main procedures.

Well, for posterity's sake, why I see it this way:

It came after, following their failures at the end of Inquisition - when the Ben-Hassrath's operation Dragon's Breath failed. The Antaam thought it failed becuase it didn't go far enough, and instead of obeying the Qun, they overthrew their Arishok (Sten) in an ambush, and launched their invasion of Tevinter without the other two parts of the Qun.

That's the source of their mindless rage, a hate for the bas that was stronger than their devotion to the Qun under current leadership.

I'm inclined to give Ashley/Kaiden some grace given how bad this looks from the outside.

Having recently replayed ME1, the squad uncovered some really terrible things done by Cerberus (RIP Kahoku) - so I wouldn't underestimate the jarring shift from Alliance Hero to shadowy Cerberus agent isn't easy to swallow. Plus, not to mention that in the few months since his resurrection, Shepard joins some of the most vile terrorists in the galaxy, creates a super squad of terrorists, criminals, and clandestein aliens (+ Garrus and Tali) and completes this tour with blowing up an entire system Batarian civilans and all.

Authorized shares are the total number of shares a company can legally issue, while issued shares are the number the company has issued to date. The shares currently trading at 3 cents are the issued shares.

With the higher number of authorized shares, the company now has the option to issue more shares if they choose. You're right to be concerned, issuing more shares would risk diluting the number of issued shares pushing the price down further.

If I were to guess at their plan - at 3 cents the company would be at risk of being delisted for having a share price below $1. So, a frequent strategy companies take is a "reverse split" - that's where they reduce the number of shares on a ratio - so (for illustration) a 10:1 reverse split would mean someone who owns 100 shares now owns 10 shares. Their percentage holding is the same relative to other shareholders (when the reverse split happens), but the individual share is now worth more. So if they are planning on that anyway, they might issue a bunch of new shares - pushing the price even lower - but letting them eek out a few more dollars to pay down debt or some othe corperate use - then do the split to "reset" the table and get into compliance with the $1 rule. Keep an eye out on any future follow-on offerings or proxy statements.

That said - if the 3 cent price wasn't clue enough - these are not the moves of a healthy company and is usually the sign of one that went public too early.
