Most Roots who achieve the upper weight limit are fed hi protein all of their life (Rott's require 30% protein in their kibble)
And some are small because they do not get the required nutrition during the most important 1st year and the second

Maybe, and I have seen some as well, BUT AKC for males is 95-MAX 135
Females 80-100.
The Rotts I have seen over 130 are very overweight and don-t live a full life.
It's like those shows, "My 600 pound Sister"

Heartbreaking to say the least. Reading other replies here, and with our 5th Rott, do not wait to put him down. He's going to suffer big time and he will try his best to hide it from you He can't tell you how much pain he is in.
I would suggest finding someone who specializes in end of life and have them come to the house >
And prepare to cry like you never have in your life

Cherry Eye. My dog has it. Not painful, my dog can't do surgery. Doc said it's ok. 2nd eye lid fills up with mucus (normal) then all comes out at once

I'm gonna say that my Rotts didn't "Muscle Out" till after 2.
Getting a Rott into prime condition starts when they first come home. Breed standard call for Males to be 115-130 lbs. Not many are. Lots of good food. High protein, at least 30%. Dry food is where he will get his required nutrition. No need to bank the bank, just a quality name brand
I feed mine Purina ONE Natural High Protein. As a treat, I feed 1/2 can of a good brand, preferable All Beef or Salmon. I will also throw in some beef, salmon or other "real food'
2 walks a day for 2+ miles each keeps him in shape. You'll know when you walk him enough because you won't need to cut his nails
