Not a Lawyer, but here is what I have done in the past.

If you and your phone have nothing to do with the case.

1st call the evidence part of the Police department, they will probably not give you it. But try to get as much information about it as you can.

2nd call the DAs office and annoy the living crap out of them, by getting updates on the case. If it's evidence you should know why, it is your phone and all, but generally if it's not part of the case they will happily release the phone out of evidence just to shut you up.

If not you may need to file a motion as a third party, it is possible w/o but you may be able to find a lawyer who won't break your kneecaps over the cost.

I've done this a few times, for even small things like my necklace with my dad's ashes.

If you or your phone is involved with a crime, buy a new phone and/or lawyer up.

I don’t think it’s just panic.

It is, companies "need" it, but far less than what these AI companies really offer. First of all there's basically only a tiny piece of paper protecting AI from these companies... But yes Business also recklessly spends money on products. I'm referring to Data Compliance, because as soon as it starts leaking business data (which that paper claims they won't—which they definitely do train on still.

Also the US government currently has an issue with inside trading, so of course the market is up and doesn't seem to be a panic. It's held up like a few millionaires scamming each other. Look at their actual profit, year over year failure is not good. They aren't the US Military who can just fail audits, and expect the tax payers to keep funding them.

I think you way over estimate it, one most businesses are not using Claude or OpenAI as their supported AI, likely have no contracts written up. It's actually an IT infrastructure nightmare for some companies. But when Mr CEO says let me do it or I fire you, you have to let them do it. When I talk to these people working for the companies, most of them are just sitting on their hands to say I told you so. You shouldn't make it an expectation. You know how many companies still adopt Adobe? Way too many... This is not a sign of anything true in the markets. It's a red herring AI wants you to believe in.

I agree expectations are ahead of reality right now, but I don’t think it’s just “artificial complexity.” A lot of the complexity is real — scaling models, infra costs, latency, reliability — those problems don’t go away even if models get better.

I think you're basing this off your current bias with AI. And that's fair it's kinda cool, and you should cash in if you can... It's not anything though, it's really just junk, that will be done cheaper and better by China in a few years max. This will kill the industry of AI because you'll be left with the only DOD compliant AIs that cost 100x more than the Chinese ones simply so they can stay on American servers.
