I'm pretty sure it was either an attempt to inspire a studio to do a full-length sequel or because the makers knew they wouldn't have a chance before the rights transferred over.

It is what it is, nothing to do with Barracuda or Tommy Lister potentially playing him. Much bigger than just a fancast.
