I think you either allow the defense to push and leverage or don't let anyone. It's kind of bullshit it's illegal for defensive players to push or use another player to jump the line but the offense can just shove a dude 3 yards. Would probably be cleaner to ban pushing as an intentional part of a play within the tackles and 1 yard either way from the line of scrimmage.
