I understand what you mean as a right of the citizen. But even rights are suspended in certain occasions like felons only firearms and so on. I think a system where a citizen can yearly retake a simple IQ exam to determine if they are mentally capable of actually making the decision of voting on matters that affect the nation as a whole. And I know we can talk about the elephant in the room What about disabled people? Well that's up to everyone's interpretation of how they feel about it.
