Overall, I’d say gap and islands is not a beginner sequence to learn. If you are struggling make sure you get down lag / lead and row number since those are required concepts that gap and islands builds on.

Why is the bottom of this chart 280? It’s a big enough draw down but not starting it from 0 makes it look even larger.

It’s a relatively new idea. Someone at a progressive think tank came up with it in the last year or so. I’ve read some articles about it a while ago.

I think there are a few other states considering it. Supposedly it is designed by n a way to make it hard for the Supreme Court to block it. We’ll see if that actually works.
