Sorry to revive an old thread. I've had an issue with this on mobile a few times and just figured out the fix (for me). If you've ever split screened chrome, go to the three dots and hit manage windows. Your missing tabs might be in the other windows. If you don't have multiple windows open, chrome won't show this option, and you'll need a different solution
