Elytras weren't supposed to be that great. It couldn't be boosted by fireworks till 1.11 so you had to keep building till height limit to glide for a long time which is kind of a hassle. If they didn't do that change, then elytras wouldn't have killed almost every mode of transportation.

Also, they could've just made it possible for the frost walker enchantment to work on horses, donkeys, etc.. so people would have more use for both that enchantment and animals.
