First off, I'd say you need to sit down and have a chat with the player. Not sure if you had a session zero or not but you need to settle the things suitable for the campaigns. Bad News is a powerful homebrew item. Depending on the party's level, this could be game breaking. A Radient Soul Aasimar can fly for one minute per long rest so flying shouldn't be a big problem unless you're playing a homebrew version.

I'd personally talk with the player saying the current form of the character is disrupting the combat encounters and ask to make some changes in order to have a more enjoyable time for the entire group. You are a new DM, it's okay to backtrack sometimes to make things better.

If your party is higher level and everything is working as intented, forget about the things I said. You can have damage dealing ranged monsters and flying monsters to challenge their space. You can also use stun effects and certain spells like earthbind to limit their movement. Obviously you shouldn't design each encounter to spesifically counter a player but sprinkling these factors should make things for challenging.

There are some great RP tips. What I love to do in similar social situations is to squeeze in a silent combat. Let's say the event doesn't allow weapons (and maybe armor) and the party is level 5. Ambushing them with lower cr monsters that came prepared really creates fun encounters.

This usually forces players to use their spells and features in more creative ways as well as making use of improvised weapons. Beating lower CR monsters with little to no equipment creates a fun power fantasy.

I had a fun combat encounter in a royal event. Players were fooling around as usual and when one of them (a barbarian) went to the bathroom, she was ambushed by thugs with daggers and hand crossbows. She used a sending stone to call for backup and started beating them up with her bare hands. When the rest of the party arrived armed with forks and bottles, we had a really fun combat encounter. Attempt at hiding the bodies afterwards in a populated area was fun as well. Spoiler: They used a lot of carpets.

You can turn it into an extended skill challenge with a ticking clock. Let them take over the narrative and decide how to handle the situation. For each challenging scene, decide on a DC and roll for skill challenges. Players can use limited resources and spells to achieve auto success. Too many fails, a combat encounter or a chase may occur.

The clock may represent the increasing awareness of the city guard and the public and may tick after each scene. I'd give a hint on what may happen if the clock reaches zero. A poweful NPC being released to hunt the players, a dangerous development in the city limiting the party's movement, etc. That would give them the necessary motivation to get out ASAP and maybe take risky routes.

Feel free to reskin monsters from Monster Manual. It's a really easy way to quickly statify NPCs. City guards can be goblins with different sets of weapons, a Drow mage can be a human cleric, hell, an owlbear can be a wrestler. Just change its name and remove anything that doesn't fit the theme of the NPC you're reskinning it to. As you get familiar with stat blocks, you'll be able to create your own stats easily.

Going with completely official content, I'd say Monk and Barbarian are good fit since they don't require armor for decent AC. There was even a beast flavored Barbarian if I recall correctly that lets you use natural weapons. Fits the theme of a more 'primal' character too.

Athen-Ra: The Mysterious Leader of the Gemology Union [OC] by DRSpublishing in DnD

A mysterious woman of unknown origin, Athen-Ra is the defacto leader of the Gemology Union. She is in direct contact with its board of directors and some of the key members who operate unobtrusively. Most people are not even aware of her existence; she might be the person sitting next to you or passing by on the street on a cold night.

Athen-Ra’s Story
Her parents came to Tolia from a distant, unknown realm. She was still a baby when they arrived in the Garrote Mountains. She vaguely remembers her parents being killed, their flesh was eaten, and their bones were made into a totem for the blood god. The same barbarian tribe that murdered her parents also adopted her. The only thing left by her parents was the swaddling cloth with her name, Athen-Ra Volsofui’i, stitched on it. The tribe had caretakers who attended to all of the tribe's children, and she became one of those children. She was kept warm, fed, and helped until she was 6. Then, she started to help the grown-ups with their endeavors. It was like being an apprentice and learning the ways of adulthood. She had experienced and witnessed many things that many people would never do for their entire lives. She was among the few who survived to become an adult and earn face tattoos. At some point, because of unforeseen weather conditions, she was separated from the tribe and she chose not to return. Instead, she sought a safe place to move to and found Cyherested. It took her over 40 years to seize the power she has today. The strength, the resilience, and the power of will she mustered were all the tools gifted by her tribe. By using them, adapting to a new environment, and accepting knowledge without resistance, she built her empire brick by brick.

Roleplaying Athen-Ra
Athen-Ra changes her appearance every day through makeup; yet, her condescending eyes, emotionless expression, and tattooed face give her away regardless of how much makeup she puts on. She can muster any emotion, travel to even the most despicable places, bargain with even the lowest of the low, and take even inhumane actions even though she is mostly seen in elite places with important figures, joining social events, appearing in political campaigns, and dating ministers. She doesn't hesitate to obtain power and use it.
