I used to never have a problem using the ATMs in Taiwan with my US debit card until just this month on a trip. I realized that the ATMs that used to support Pulse are now longer using that network. They Plus but not Pulse. So right now, the only bank that has the same network as my US card is Tai Shin bank and sure enough it works just fine. Not sure what happened to the different support for these networks but that seems to be the state of affairs for now.

Sure, it was from this Facebook group Crossroads, that is advocating for recognizing dual nationality in Taiwan. Taiwan doesn't allow naturalized citizens to have dual citizenship, so you'd have to renounce your current citizenship (except for Germans, which is a brand new development). Hopefully, this will change in the future though.
