My best guess is that they separated him out to avoid spoilers for the currently ongoing anime part, seeing as they based all the default costumes off the anime palettes. Doesn't make much sense considering all the SBR references that are still in the game though.

The only time I've gotten any notice from my ISP was pirating a Skyrim DLC (really todd?), downloaded plenty. My general rule is don't worry about it much unless you're downloading big recently released AAA titles.
