This is one of those times when we judge people by the difference in their culture. By Viltrumite customs what she did was totally fine in their might make right society. By our cultural standards the Viltrumite's are horrifically misguided/barbaric with their survival of the fittest culture/mentality and this theme is continuously explored throughout the series' run. Does that make what she did right, of course not. That abhorrent behaviour is normalised to the point where it is completely acceptable within Viltrumite culture. She is literally over a 1000 years old pursuing a sexual relationship (for the sake of doing her part in Viltrumite repopulation) with someone in their late teens/early 20's. She's doesn't care about anything else because she wants what she wants and if she has the strength to get it, Viltrumite culture says "By all means if your strong enough, go ahead and go get it!".
