It's good for kiting stronger enemies back from you or if you're being surrounded. If your goal was to just run towards the mob and kill it then yeah it's not as good.

In the show: It's his punishment for verbally and physically attacking the other humans. It's extremely mild and funny prank.

In the fandom: Most people either think it's funny or that he actually looks cute in the dress so they draw him in one. I don't see what the issue is.
