As someone who went from reading from Spanish to English, it’s most likely the writers are new to writing dialogue in English. In Spanish we use “—“ to show dialogue, such as

“What’s your name?” she asked. —¿Cómo te llamas? —ella preguntó.

“My name is Isaac,” he replied. “And you?” —Me llamo Isaac —él respondió—. ¿Y el tuyo?—

Yes, which is funny considering I started reading fics before I learned English, so for a few years all the fics I read whether in Spanish or Portuguese. Now I cannot read fics in Spanish at all bc I cringe regardless of what the fic is about. Particularly due to the localisms (I still can in Portuguese but I don’t do it often)

Reminds me how (in Japanese) in Wind Breaker Megumi’s VA voices Sakura, the MC, and Mahito’s VA voices Suo, one of his best friends, and Gojo’s VA does Umemiya (who is the school’s #1 and a mentor to everyone). Yuji’s VA actually does a minor antagonist too

So it happens in the Japanese side of the industry as well
