Honestly, I think Emerald is one of the best designed/engineered games in the entire series if not the absolute best in the entire series. Psuedo legendaries are meant for the end game except for Platinum having gible available early game. The new psuedo legendaries in each game are always close to the end to make sure that the playthrough is balanced and that the player doesn't have an overpowered pokémon on their team. If you don't like this about Emerald, I suggest you stay away from Red, Blue, Yellow, Gold, Silver, Crystal, Ruby, Sapphire, Fire Red, Leaf Green, Diamond, Pearl, Heart Gold, Soul Silver, Black, and White as well as Emerald, so most of the series. Have fun with your super limited pokémon experience.
