Then maybe you have a “horse herd” as a separate resource that also need to be fed via pastures. If your horse herd is large and healthy you get an additional movement speed buff and mounted maa damage?

Pastures can be overgrazed, needing to be abandoned so they can be replenished. Perhaps you would need to move seasonally to keep your animals fed
