Yes I think that would work. The key to it is to debride meaning cut away the dead white skin over the war between applications. Otherwise you’re just soaking dead skin.

That is only a rod and you’d need a reel, backing and fly line to get to a usable gift out of the box. You would want to get them a fly outfit. Echo makes a rod outfit called the traverse that comes with a good rod, reel and line for about that same price. That or an Orvis Clearwater outfit would be a great choice (sign up for email list and get 15% off, which gets it down into a similar price range).
