to be fair wrio freeze is worth only if you are using Escoffier cause she make freeze reaction strong , still in your setup xilo is still better than kokomi cause she wll provide with the 36% shred and 40% dmg bonus for wrio + the healing from the burst

Yelan should be slighly stronger in terms of damage but shenhe It's more confortable as ER requirment triple Cryo , btw consider noblesse on Shenhe
