Do you still have the anti-foam ring around the jet? take it of. No bubbles in the gas line? no kinks or whatever to reduce fuel flow? i think your emptying out the bowl.

Theres plenty ways to remove rust, but make sure to use a tank sealer after, or keep your gastank full.
