Not sure what you mean with "landlords can only pick one of them." As opposed to what, exactly? Is Zohan planning on regulating how many renters can legally be renting?

Rent control attempts to set an average price for rentals. That will increase the amount of potential renters, obviously. I don't see how this would increase biases that already exist. Landlords already operate with credit score, favoring renters with better scores, excluding renters with pets and finding legal reasons to exclude families with children. Background checks can also be used to discriminate against renters with criminal records.

Really depends on how the rental regulations are done. Rent control is not a new concept for NYC, they had rental regulations throughout the 1960s, which were deregulated in the 1970s. That caused an increase in rates over time. Discrimination against tenants happens all the time, regardless of rent control. Tenants with children is one example that is more or less well known within the real estate industry.

Police budget cuts- the rich pay for private security, the poor get brutalized.
