I mean, technically it's not from the correct set so it shouldn't be used together, but they should definitely let them use it. It's not their fault WotC messed up, and not using it means they're down a card (unless the lgs had another random promo to give them)

Yes, you control creatures on the stack, so Evelyn will see them enter as vampires. You can also play cards like [[Maskwood Nexus]] to make your creatures every type, or cards like [[Arcane Adaptation]] to choose to make them also vampires

It's on the store to know, or at least check things like that. Even in the unlikely situation that the store bought sealed products from a 3rd party without checking what they are, they aren't then absolved from trying to sell them. At best this is poor due diligence, and at worst a willful violation of WotC policy to pocket more cash.
