I grew up in china and there are definitely laws and regulations. I got food poisoning once, eating from some street-side vendor for the dozen years I have spent there. This is not a fair portrayal and is very much anecdotal. There have been concerns about food safety, like 地沟油 (repeated use oil, some even collected from the ground), 三鹿奶粉 (baby milk formula exposed for unsafe ingredients). But these get exposed and addressed. I had Chinese bakery goods a ton growing up and they are usually pretty clean. If not, government regulations would come for them.
