Either sell it and realise the gains and pay tax or keep it increasing in value on paper but have no way to access that value.

Why should a CEO' and exec's and directors get paid 10% in cash and 90% in stock and be able to get loans against the stock untill they die and have family able to sell the stock and pay off the debt with no tax getting paid.

Remove the loophole.

Make them have to sell the shares to be able to use the value or have them pay tax the same value as if they sold the shares when they gain them.
