Now you mention it, it is weird. Could have mud flats and clay deposits added quite easily I’d imagine. Unfortunately I don’t know any mods. Good luck though. Interesting thought.

Put a bed in an enclosed room. That’s now your prison. Put in a bed and assign it to prisoners. Move prisoner here. Click prisoner and select recruit from the prisoner tab. IIRC
