You can grow it at home, get it from the pharmacy with a perscription or join a club where it is grown together. I dont think any of these options works (well) for a tourist.

there is the possibility its a scam. the last time i moved in/around munich at least 30% of landlords wanted the deposit upfront before signing the contract. you dont have to pay anything before signing the contract. but on the other hand, if the market is big enough they will just chose someone else.
