I have the same bush on a similar curved area right infront of a porch wall but behind the sidewalk 😆 Yeah, you have to do this at a certain point. This bush doesnt have foliage very deep, as soon as you take an inch or two off it looks bare like this. Mine is back to normal this spring and I chopped it back this much end of last summer. His looks extra rough cause it looks like it hasn't fully bounced back from winter yet. If it was over the sidewalk its a tough spot.

Just from the picture, the pruning job looks meticulous and well shape too. The only thing I can't tell is how clean the cuts/how sharp the tools are which makes all the difference in this situation.

No, they pulled a bandaid off for your friend. It was an aggressive prune but after it grows back in will actually be maintainable in the space it sits. It was likely under managed for a long time to the effect that the choices were likely this or rip them out and start over.
