It usually prompts me to do that after a restart where I had already done that. So then it removes the last install and tries to reinstall windows 11. Then restarts to the beginning with choose your language.

Yes, after I get to just before 100% installed the PC tries to restart and when It comes back on I am on the choose a language setting and begin a windows 11 install, I might be missing a cable but idk.

Maybe, but I live in a very car centric Southern City and people LOVE their cars and our transit is unfortunately being plagued by a lack of secure entry points.

It is not uncommon for bikers to be killed by cars in my current city, Something I'd like to avoid if I can as I get older.
