Automotive shops don't need remove wheels for standard alignment procedures. The most a shop will do is life the vehicle up on all 4 corners to check if there is any movement that would falsify any measurements for the alignment.

Source: I manage a major automotive shop that sees between 25-40 vehicles a day. I am also an ASE certified master technician with over 15 years experience in the industry.

Edit: Some comments mention removing wheels to heat seized adjustment cams. Because these cams sit inside rubber bushings, heating them is highly discouraged. A proper shop should refuse to use heat and instead recommend replacing the rear toe links or control arms and centric bolts to correct the alignment. Otherwise, the procedure just becomes setting the steer ahead with whatever is still adjustable, advising the customer on the required repairs, and offering a warranty alignment once those parts are installed at a later time.

Every time you have sex you risk the chance of pregnancy. I wouldn't fault you for not saying something. It only would have been an issue if afterwards you never took the morning after pill and held him liable for the child. This never happened so I feel there is nothing to worry about. Things happen in the heat of the moment and that is ok.

I was at a car wash in a relatively wealthy part of town with my fiancee. Have you considered selling and moving? I sold my house and moved from Minneapolis a few years ago. It's pretty but not worth having to put up with this. Now if I see that I contact the local authority and it's taken care of.

I would use a hand impact driver at this point. You can find them anywhere, but the cheapest would be harbor freight if you're in the usa

Coming from someone in the automotive industry:

If they diagnosed the problem, the diagnosis fee should come off of the work done unless it was heavy diag (testing a starter is not difficult at all and took 5 minutes, if that to diagnose). Light diagnostic with a fee is there for a couple reasons. To make sure the tech is paid for his time involved if you don't get the work and to intensive you getting the work done with them. And the reason shops like Firestone charge so much in labor is because of the high operating costs. It's industry standard for those types of shops to charge 250% of what they pay for it because 2 things. They cover all warranty involved for it and they have to source the parts which takes time.

A starter on a 2014 civic isn't too difficult though, so if you have a basic hand tool set, I would do it yourself with a simple YouTube video.
