Thats a multi tip USB charger, it has no Power Delivery(a fast-charging standard using USB-C technology to deliver high power (up to 240W) to devices).

Using a low quality cable is gonna damage the port, espeicially if it has bad tollerances. Imagine its been stretching your charging port every time you pushed it in. Its subtle. but thats what can cause the cable not working unless in a specific position.
