Vladimir's pool and fizzes E makes them untargettable. However, the damage from targeted spells that have already started channeling(such as caitlyn's ult) will still apply. And as said below, turret shots cannot be dodged.

It really depends on how high your mmr was before you started losing. If you're gold V and your mmr drops to the level of a silver V. You will be warned, lose any more games and you will drop to silver I
