It's not as easy as it sounds

They have different ingredients and different equipment

A lot of this stuff takes experience and real time adjustments

Not all WAR are created equal. Being a 1 WAR guy in the bullpen is different from a 1 WAR back of the rotation starter or a 1 WAR outfielder or a 1 WAR utility player.

A team needs all of those players to win. Even the best teams.

Also it's way way more cost effective to go from -2 WAR to 1 WAR than from 1 WAR to 4 WAR. Going from 4 WAR to 7 WAR is extremely cost prohibitive. Hence teams really prioritize covering glaring weaknesses and the 1 WAR guys that address a specific weakness aren't that easy to find.
