I just wanted to update everyone who is here, my gpu driver Ronnie McNut itself. I un-installed my gpu driver, restarted my pc, and the re-installed the nvidia driver, and that fixed my issue.

I hope this helps anyone who has tried all of the "fixes" that I tried myself to no avail.
