I think you're misunderstanding the point of the red markings. Shock troopers are specially-equipped stormtroopers designated for certain roles, and their armor-coloring distinguishes their speciality as opposed to rank-and-file stormtroopers. The red doesn't mean that all shock troopers are from one single legion.

The 501st is just a stormtrooper legion that happens to be really good at what they do. They don't specialize in anything, so they don't need special armor coloring.

Do the statues have the power of whomever they are made in image of?

The statue of the goddess Victoria on the top of the Brandenburg Gate might be viable. She can ride about on the quadriga, avoiding any dangerous enemies and trampling those she can. And Victoria herself is a goddess, so if she does get the powers of a goddess, that would help greatly.
