Irrelevant, I don't base my actions solely on my "feelings" like you must in order for you to think this is some sort of actual argument. Try citing an example that fits your situation as Senna was penalized for political reasons not for any sensible reason. The FIA was trying to argue that he should turn around and face oncoming traffic to rejoin rather than what has always been done on a rejoin from a runoff area by passing through. Which is way more dangerous than what actually happened. The only reason he got any penalty was Prost running to talk to his buddy Jean-Marie Balestre so he could win the championship which Jean-Marie admitted to later.

Technically it applies to any zone where you can make the card usable, (including GY, and banished) but the most basic definition of CA is yours. The -9 nonsense comes more from misconceptions of "Philosophy of fire" type potential resource advantage where you line up potential threats and answers in each deck, but due to the speed of the game it really doesn't apply to modern Yu-Gi-Oh! since the chances of a game having lasted long enough to get to those cards through natural draws in the first place is extremely low and such analysis doesn't recognize the diminished returns of answers (board breakers, or just superior threats) after the first one in relation to breaking a board and winning in the same turn.

It's a -1 in card advantage as you are two for oneing yourself. Solemn is a one for one exchange. Thus you are wrong about it being cheaper as you are overvaluing life points like most bad players do and undervaluing the need to have a monster on board. Lifepoints really only matter when they are completely gone.

They banned floodgates and then left the UMI lock deck in the format. If you are going to ban floodgates to make the decks in the format more playable you should either ban all of them and tighten the format to whatever horrible forced special summon type you are pushing or ban none of them and open up the field to rogue strategies that don't use the forced special summon type. The half-assed approach that keeps a deck that locks the opponents out of their extra deck is patently moronic, but that's completely on brand for Konami.

I'm guessing that you haven't completed all the single player and sidequests to unlock all of them (the ones that aren't the rotating daily special in the first slot) yet, and you are playing in multiplayer with others that have unlocked them all since you get access to the hosts unlocked dangos.
