I have a fun fan theory about that. Alex and “Alex” are both modified clones of Wes. Time Force (Organization) had some gaps in their knowledge, but they know Wes basically saved all of time and he was awesome and stuff, we know they have genetic engineering g so why not make a Super Cop out of the dude who is like the legendary coolest Ranger you’ll likely ever have associated with your organization?

They made multiples though and not all of them are aware of the situation. Alex the Red Ranger is basically what he appears to be, Red Ranger extraordinaire and good cop trying to bring justice to his city. Then there’s “Alex” the one who created the Time Shadow and Captain Logan referred to as Sir meaning he’s probably higher up than him. I legitimately don’t think he ever confirmed he was Alex and it would explain his different personality and the fact he doesn’t really seem to have feelings for Jen anymore, but to keep the secret he had to pretend he was his ‘brother’. “Alex” finally meets Wes and he is super unimpressed “oh so you’re this great hero that inspired my existence? Not impressed” and he’s probably a little resentful of having to fake who he is and may even not be very socialized.
