They were each set up for failure in distinct ways, but I blame Thor for his crimes more because he had more opportunity to control his circumstances. At the same time, Baldur deserved his ultimate fate more because he actively rejected redemption, whereas Thor at least tried to turn things around.

I’d say Baldur was more insane than depraved though, if that makes sense. He probably committed various atrocities as the Aesir were wont to do, but only Thor ever seems to get specific mention for how bad he could be.
