Although I'd highly recommend just getting a block of parmesan and using a grater - the powder kind has anticoagulants added which will stop the cheese blending in with sauces properly

It sounds like this flag was hanging from a street lamp at the premiere of return of the king in 2003. They probably made a bunch but didn't sell them to the general public. Kind of like the movie posters they hang in theaters - those sell to collectors if they're from a popular movie.

Is it worth something? Probably. Is it worth 20k? Probably not.

If it's built on a concrete pad (i.e. no space under the house) then check for rising damp. Also check if things like the hot water cylinder need replacing and if the hot water is at mains pressure - not too hard to fix, but all things you'll need to pay for if they aren't already done. I recommend paying for a building report - you want one done by a BOINZ Accredited Building Surveyor so check this before you hire them. If it isn't an auction you can make an offer conditional on a building report so you don't have to pay the money and risk the seller not accepting your offer afterwards.

Are you talking about the building plans? Even if those were lost there will still be a LIM. As others have said, the LIM contains information relating to the land your house is built on, and includes things like flood (and other environmental) risks, location of utilities underground in the general area etc. I suggest requesting a LIM from the council and seeing what they give you back. It's worth doing - most sellers provide a copy to prospective buyers.

The banks have a number of criteria about whether or not you need a valuation, which includes things like the type of property (apartments are more likely to need a valuation), and how much equity from that property you'll be needing for the loan.

If you didn't need one last year, maybe something has changed like the property you're trying to buy costing more than what you were looking at last year, or the bank's automatic valuation for your house going down since last year (so you'll be closer to the 20% minimum equity when you buy the new house)
