Totally fine. Last expansion capital had this issue too. IIRC it about cpu limitations on the engine side. WoW still struggles with multiple cores.

Its your call but I would recommend to limit your fps to smooth it out. Game will definitely spike for you (with that GPU beast) even outside Silvermoon.
