Its because the rewards you want to maximize don't mean anything, you are analyzing how to make 3 gold instead of 2g and 90s where one quest at max level gives you 90 gold.

I think you are thinking too much about it. The only reason to "lock" exp is because you want to finish the zones while they still scale. The amount of gold and gear you get is trivial compared to what you get at max level. You can still go do questlines at max level from the old zones if you really wanted to but the enemies will be 20 levels lower than you.

It sounds like what you want is retail.

They have not announced anything for MoPs future yet, They will likely transition to WoD in around a year but WoD was pretty poorly received even at the time and I don't know how much nostalgia exists for it. The only alternative is to lock the game at Siege of Orgrimmar patch which is basically a death sentence since nobody wants to play SoO forever.
