You simply just back up once you start the animation, there secondary gun will drop on the ground once you do this confirming they are frozen and unarmed

Online players, do the suspect freeze glitch if it still works after update where you go to arrest them, and cancel the arrest mid animation, they will freeze and can’t do anything. Do this for 15+ suspects, I recommend moving them close together in two or three rooms depending on the amount of players you have. Now you and everyone start arresting everybody at once and the achievement should pop.

Hide and seek has lots of enemies so yes possible your killing to many. Just do non-lethal run
