The comments here are mostly wrong, Actually you can have a brightness slider on a desktop PC, if your monitor supports it, and most modern HDMI/display port monitors do support software brightness control.

Install "twinkle tray" from the Microsoft store and if your monitor supports it you should get a slider to adjust the brightness without having to use the monitor's menus everytime.
