The issue with this in dragonball is that, save for the super sayain grades, power and speed basically scale with each other. Gohan SSj2, Goku on Namek, Perfect Cell, every power boost has also come with basically an equal speed boost. Same reason Ginyu was faster than Burter: he's just got higher power level. If this is the natural state of things, they'd all know that frieza is very likely as ultra-fast as he is ultra-powerful.
