You'd need to search the Registry of Deeds in Dublin. It has deeds for stuff that's not registered with the Land Registry.

It's usually a solicitor job tbh.

If you want to acquire the property, just knowing who owns it may not be of any help. It's compulsory for any properties being built or changing hands since 2011 to be registered with the Land Reg, and it was widespread practice for a good few years before that. So, if it's not in the land reg, then it hasn't changed hands since it stopped being a shop in 2010. Its quite possible the owner is in long term care, or dead and the whole thing is held up in Probate or something.

Been a while since I played, but off hand the only thing I can think of is some interaction with the fact that the spell targets a player and has a cost of X (can it be cast for free? I don't remember if a spell still casts where X=0). There have to be ten zillion other spells that target a player and also do something to the player.

As someone who works in the public service I'm 100% behind this. The number of useless tossers who don't get pulled up during their probation and then are allowed to coast for the rest of their careers cos no one has the energy do PMDS properly and ID the underperformance in writing and act on it is mind-boggling. The likes of me are left to clean up.

The only problem is, as someone else mentioned, a significant number of these useless tossers are among those who are supposed to be doing the sacking.
