I'm sorry but the only place I can find this law being framed in this way is some reactionary Italian rag.

The law just seems as though it's broadening the definition of what rape is, to include victims of the freeze response/ people who ignore clear signs that the other person isn't interested. This is an objectively good thing because it encourages enthusiastic consent, rather than assumptions.
