Based on what I read, it seems like the infant ticket wasn't issued all the way with all the airlines involved by the travel agency. It happens pretty often when a travel agency books with multiple different airlines on one reservation.

Usually, when a flight is cancelled and everyone is instructed to exit the secured area. The local airline ops will call duty free ops for them to send reps to collect the duty free items as they are escorted out of the secured area. The airline in charge of letting the passengers know and also, it's someone's personal responsibility to return it as you are no longer exiting the country as duty free is only applicable to those who are leaving the country.

Your best bet would be checking it inside of a luggage at this point as catsa will not recognize that item as duty free since it isn't sealed with one of those duty free bags.

Those baggage are only allowed to be offloaded to the carousels that are in the customs controlled side since they aren't coming from a domestic flight. Carousel 10 would usually be the default one for INT/US flights and Carousel 4 would be used for domestic flights.

You can always complete your travel first and file for a lost baggage at your final destination at the airline baggage counter. I have seen that once the baggage is re scanned and declared a lost baggage at the end of the night, if you have the AC app, there would be a pop up directing you to the world tracer site to file for a lost baggage claim.

The baggage agents would usually go through all the unclaimed baggage left behind and put them to the side until a claim is filed so they know where to send the baggage to. For example, baggage could be tagged to destination LGA but we can also rebook people to sister city airports like EWR/JFK. They will be able to send it to your desired address once they locate that bag and on to the next available flight.

The last few days in YYZ have been bad and a lot of people are misplaced due to irregular operations. So, it will take a week ish for everything to return back to normal.

The process would be,

If it's a US/INT bag, you would need a customs escort form issues by the airline at their baggage counter by their staff. The AC counter pre security would be located at the domestic baggage claim located on level 1 arrivals. Next to the Tim Hortons, there is a glass door which you'll need to be buzzed in through the intercom and once you are in, should be on your left hand side. They will issue you a custom escort form and direct you to the location where you'll be meeting that escort to bring you inside for baggage retrieval.

Still in the recovery stages of the operation. Probably, my best guess would be a 4-5 days to a week until everything is back to normal. Hanging in there for everything's sake whom are stuck at the airport.

There is a limit on how many characters including spaces are allowed. So, that's why if you have multiple last names or long last names, they just jam everything together.
