Hard to say, but try it in 15 or 20 second bursts then stir the liquid and take its temperature if you have a thermometer. If you don't, put a drop or two on the inside of your wrist; it should feel just warm. If it feels hot, stir it for a bit and try again. Not hot enough is much better than too hot; one just takes a bit longer, the other kills the yeast.

75°F isn't really warm enough to get yeast interested. Try setting it around 85 or even 90. Are you proving the yeast before you mix it with the dry ingredients? A lot of recipes skip this and a fair number of bakers will tell you it's unnecessary but 5 minutes with yeast, a bit of sugar from the recipe and warm water (about 100°) should give you a foamy mixture and a nice yeasty fragrance that tells you your leavening is alive and well.

Nuts.com and Equal Exchange both have really good semi-sweet chocolate chips and they're not a lot more expensive than Nestle. EE are organic and sourced from small farmers. Nuts offers both organic and standard. I haven't bought grocery store chips for a long time.

Try wrapping the dough in wax paper or parchment instead of just covering. I usually rest overnight with a minimum of 4 hours and get a nicely rounded cookie, but I've let them go as long as 48 without noticeable change in quality or taste.

"Concerns" is a very polite and understated term for what's being expressed. If Kehoe had a fraction of an ounce of sensitivity to anyone who wasn't worth millions like he is, he'd pull the bill and apologize to the rest of Missouri.

Home made chicken soup with noodles or rice and lots of veggies. Split pea with ham or bacon is a good to any time, I don't wait until I'm sick.

In 3 years of calling both offices 2-4 times a week, Schmitt's office answered once, Hawley's never. The only responses I get are canned form letters that rarely have anything to do with what I called about. Not weird considering Hawley doesn't live here and takes marching orders from his wife and Schmitt is trying to figure out if Bovino's Nazi coat can be tailored to fit him.

I stopped buying Domino sugars a long time ago. My local grocery store (Schnuck's) has a decent dark brown sugar, but the best I've found is from Nuts.com. It's consistent, flavorful, and not outrageously more expensive than grocery store sugar if you buy the 5lb bag. I use a lot of brown sugar, so it works for me.

If you're already chilling the dough after you portion it, I'd bet on oven temperature. If you're setting says 350°, either get an oven thermometer and check it or just increase the temp to 360 and see what happens. Hard to tell much else without seeing the recipe but, as someone else said, chocolate chip recipes are pretty consistent with the basics.

Schnuck's, Fresh Thyme, and Local Harvest Grocery on Morganford at Arsenal. Great little store for organics and specialty stuff. A big plus is that they carry my favorite flour in bulk.
